You may have answered your own question. :)

HTML with a downloadable MP3 is probably the best. If someone feels so 
inclined, a video can be made from that.

Quite honestly, this is how I usually follow archived presentations 
anyway. Easy to find via google, easy to navigate, no need to install 
crazy browser plugins or find a VMWare image with the appropriate tools 
to open a presentation.

Any reason not to go with OpenOffice 2.0 Impress and the OASIS 
OpenDocument format with a public typeface for future BoF sessions?
