This doesn't answer the "I want a hardware VPN device" but I've had
excellent luck with OpenVPN (SSL based encryption) on both Linux and
Windows XP. Once setup, it just works. See http://openvpn.net/ for
OpenVPN and the GUI page with links is http://openvpn.net/gui.html.
