At least initially, yes.  I'm envisioning a key part of that "recruitment"
as being primarily informational about what being "affiliated" means,
especially what LOPSA does for them and what they do for LOPSA.  With links
to more detailed information as appropriate.

Of course, we have to figure out what "affiliated" means...  :)  Seems to me
like there's likely to be multiple definitions of "affiliated".
