I think this is a really good idea. Essential, in fact.
Possibly more than 2 types of status, even. A menu of choices for what
"affiliated" means...
And some services might only make sense to provide to "chapters" and not
"affiliated groups". Such as website hosting and mailing lists.

Even groups that haven't formed yet but that don't need any of the types of
help LOPSA can offer might not want to hand over the keys to the kingdom.
I'm working with some other people on starting up a group, and we can
already manage hosting our own domain with mailing lists and a web site.
