I think we want someone in LOPSA to interface with the group. That person
doesn't necesarily need to be a member of the affiliate group.

We might drop or otherwise change this requirement later, but for now I
think that's a good minimum.

This is a good feature for LOPSA to offer.

We might want to require that LOPSA chapter officers be LOPSA members,
especially if money is being distributed to the chapters. Anyone want to
check the bylaws to see what positions, if any, require membership?
