[Lopsa-regional-project] project restart

LOPSA now has several local groups, .az.us, .nj.us, Seattle, Austin...

There is maintenance for the project that needs to be done.

. organize the page for local groups, https://LOPSA.org/local
. make sure we're following up with the local groups
. work with potential new groups
. find talks, swag and other resources for local groups
. help get local group activities on the LOPSA calendar

Anybody have some time to help wit these tasks? They don't need to all be
done this week, obviously, but I think we need to get the project
restarted and make some progress.
