[Lopsa-regional-project] Bylaws (aka "...the horror, the horror...")

I am going to have to agree with Travis.  LOPSA-NJ is a loose group. I
am still having conversations with old Groupname members about what we
are getting form LOPSA, and it's getting hard to say what we are
getting from the main group other then flyers and a little swag.  I
never got a list of LOPSA members in the NJ area when we started
LOPSA-NJ.

  We don't have board members, we have about 9 to 10 members that show
up for meetings every month and 147 members on the mailing list.  We
have our own web site and mailing list.  When I contacted LOPSA I was
told I need at least 12 paid LOPSA members and that was it...nothing
was said about by-laws or a board.

I went through all this by-law and board stuff with my Linux group
LUG/IP when we went for non-profit status.  I don't see LOPSA-NJ doing
that.
