[Lopsa-tools] Tools updates

I've added a Tools taxonomy  with some categories underneath and have
populated a couple more Tools entries. I *think* we're ready to start
populating in earnest.

still like to add in a voting module to this so people can rate tools,
but we need to add a lot more tools, and perhaps more categories.
Right now there are just a few that I have added myself.
